Drinking water along C&O

I'm going to do a 5-day hike from Shepardstown to DC before the Park Service gets the well pumps turned on in April. Worst case, I'd filter water out of the canal. But I'd prefer to find some accessible taps along way.
Can anyone offer info on the following:
Are restrooms at some boat ramps/angles etc open year round?
Does Dickerson have a year-round tap?
Any little shops/services in Sandy Hook that are reachable from the canal (RR is a barrier)?
Other thoughts?
