Ken,

You can measure "at least" BP by the ability to gain pulse in certain regions. If you can get pulse on teh ankle bone, the person has "at least" 90. I believe that is teh systolic reading (the top number, as in 120/70.) It's been awhile since WFR, but that's the gist of it. Not sure where you could ascertain a 110 reading without a cuff though.
