2 likely locations:

Deep on the front side of the pin rock. Pressed against the flat front face of the rock, perpendicular to the current, and deep. From on top of the rock, you may be able to lean over the top of the pin rock and reach down. From behind, reach around the river right side to the front... caught paddles often stick out a bit on that side. Or, with care, crawl over the rock and stand in front of it.

The other likely location is the small undercut on the river left bank. The sloping rock forming the left side of the bottom drop is undercut nicely to hold a paddle. Lay down on the rock, and reach around and under it.

And some folks need to get with the times. Lost Paddle is in Potomac (as in village of); hasn't been on the Gauley in years. Which I guess means it is Found Paddle, and the joke can be terminated.
