At the top of the page:
"Although in most cases, a "canoe zero" level is given to distinguish the lowest level the river is likely to be enjoyed, the list itself was compiled and ranked by considering each river at its "average, good paddleable" level."

Looks like the ranking is based on typical release level, not the "canoe zero" level of 400 cfs.
