I ran the dam in May of 1991, and yes, it was easy enough in my flat-bottomed 16' canoe. I could paddle up to the dam, look down, and see the pool -- just a bit right of center. I don't have record of the water level then, but I suspect it was above current levels, in which case, I'd be concerned about having enough water to keep your line negotiating the dam.
Also, your "swift moving water" may not be there now. With current conditions, it could be a real drag. Have you considered paddling an easy section of the Potomac, such as Brunswick to Point of Rocks? It could be a more pleasant trip. For additional info, try my contact info on the home page.
