This $16 dry bag will fit into a PFD pocket. You can operate a cell phone through the clear plastic, making any cell phone waterproof. This is the small size; for a large smart phone plus electronic car keys, you will need a larger model. Obviously, a driver's license and credit cards take up no space.

I can't find this item online, but you can buy it at West Marine, 601 S Patrick St., Alexandria, VA 22314 (after they restock - I bought the last small-size bag).
