It's all incredibly similar. You want "contact cement".

The spray versions are great for working out your outfitting. They're waterproof, but not incredibly strong.
If you have a block or sheet that is going to stay, use proper contact cement. It looks exactly like the rubber cement we used as kids, but it is in a metal canister. Lowes and HD both sell it in the glue aisle (probably in paint section). It is called "contact cement" in a silver, squat can.
Google for additional active, but the short of it is to use thin layers, allowing each to dry a few minutes before applying the next. You'll know each is ready when it becomes tacky. It should sound like "shkhhtick!" when you pull your finger off. If it feels wet at all, it's too soon. Once tacky, you can suited in another layer/s to suit your needs.
1 layer: spray adhesive quality
2 layers: solid for a season or two. Can "peel off with effort"
3 layers: its there to stay, but can be removed with a heat gun or solvents. Lasts maybe 2-3 years.
4 layers: it' your boat forever. You'll have to cut the foam out and store will remain.
Note: at three coats, you have no leeway in application. Think of it like an unwieldy sticker. Once it touches, that's it.
