Might not be a bad idea to buy a license anyhow because a lot of paddling access sites located on state land now require you to purchase a parking permit if you don't have a hunting or fishing license. Don't try launching a paddle board though. My wife and I got chased off the lake last summer while on our boards and actively fishing with proper licenses - had even caught a few bluegills. Two guys came after us in a little motorboat really pissed saying I knew SUPs weren't allowed and threatened to have us arrested when I asked what difference it made whether I was fishing from a a canoe, kayak, john boat or paddle board. Meant to take it up with someone at VA Fish and Game but never did. There is a sign saying NO Paddle Boats which I took to mean the thing with a pedal drive system.
