NPS: Harpers Ferry = mid 19th century

I don't think that's why that parking was eliminated, because Harpers Ferry visitors still get in the water. Rather, it was because the NPS wanted to reduce the automobile presence in the Park.

The Harpers Ferry National Historical Park made a deliberate effort to remove automobiles from the park as much as possible in order to maintain a mid-19th century feel to the town.

Now, it wasn't completely possible because there are still businesses in the town and the streets are still public streets. But to work in this direction, the Park eliminated the car parking between the Shenandoah River and the Shenandoah branch railroad trestle, in favor of the current Visitor Center at the top of the hill with a bus ride into town (and the $6.00 access fee, of course).
