John, I think that's just about the only place it is legal to walk across the tracks.

It is an old level crossing from the tip of the bend in Keep Tryst Road to where there I think there (are? used to be?) several private properties between the tracks and the river.

Since the RR could not restrict those owners from accessing their properties there had to be a legal crossing there.
