I'm pretty sure their thinking is to give up the April releases (which are likely poorly attended because the first weekend of the month is Easter weekend and the third weekend of the month is First Day of Trout Season) in order to be sure they have water in May for the Rendezvous and hopefully later in the season. The reservoir is not large.

I mildly agree that they probably should have realized that from the start and simply started the releases in May, but "Oh Well".
