Listen to the bit on WAMU a few weeks ago - park superintendent said that enforcement would be on the honor system. Lots of NPS and USFS sites operate this way; think of the parking lot by the train station in Harper's Ferry.

Also, fees are used for park-specific improvements; there was a law passed by congress a few years ago allowing park superintendents to rollout new user fees, and to spend that revenue in their park. These are largely to compensate for the budget cuts that NPS has been hit hard by the past few appropriation cycles.

Take comfort in knowing that no one is lining their pockets.
